Have you considered asking Dan Neidle whether he has suggestions how to amend enforcement options so that the landlords can no longer profit from apparently enabling (if not orchestrating) these tax evasions?
I came here to also write that your reporting on this subject is brilliant. Eva's idea of a possible collaboration with Dan Neidle is a superb idea! Anything and everything that broadens the awareness of these systemic scams has to be worth it.
You're already doing the groundwork of collecting the evidence and identifying the linkages (where the same names just keep appearing - funny that).
It would be wonderful to see this expanded upon until our illustrious politicians actually realise that they could achieve much by actually acting on this.
Great reporting re. dodgy shops. Feels like one of those issues where each shop its own probably doesn’t dodge that much tax in the grand scheme of things, but the cumulative impact is huge (and very negative).

Thankyou for highlighting the confusing reporting over Westminster' draft Licensing policy --- which has been out there for months. Have been a lifelong Guardian reader and am not impressed.
The policy talks about a cumulative impact zone (CIZ) - which Westminster may already have - as do other London councils . This is a long standing existing polic introduced as part of the 2003 Licensing Act . What is the Mayor going to do - call in all Licensing policies that also mention CIZs ?
